Confused Is it Tarlov?

If perineural cysts are found in the cervical and thoracic spine are they still Tarlov cysts? I am confused. My searches for cervical cysts always take me to Tarlov/sacral cysts. Does anyone have information? I am definately symptomatic. It is debilatating pain when all is "firing". What help is out there since this is all in my head?
