Default Do pigeons 'borrrow' empty nests?

In the spring I noticed a bird nest in my window and was excited because I thought I would be able to possible catch a glimpse of little tiny birds growing up and leaving the nest. You now, those kinnd of things that Grandmas love to do. But there were never any birds. So today I hear cooing outside my window and peek and there is a pigeon in the nest. She/he didn't seem to mind me peeking.
