I had a first rib resection in Dec 2012 (right side), I have made a full recovery but lately been having pain in my right shoulder blade and for some reason the area is always itchy. Anyone experience this?

Is it the shoulder blade skin or muscles that seems itchy?
Under the edge of the shoulder blade towards the spine is the rhomboid muscles. They can get over stretched very easily and mine will feel like I need to rub or something to relieve them. At that stage if i really watch my posture and keep shoulder back to the normal line of the body they stop complaining. If they get very irritated it can feel like a knife in your back.. I'm not 100% sure this is what you are feeling but easy enough to check posture of shoulders for a few days to see if it makes a difference or not..
