I just did a search from their sight and the closest one is 4 hours away. Is there another type of chiro that can do a similar type of gentle manipulation of the upper cervical column?

There is a chiropractic technique called Activator that does not use the twist the head and pop the neck method. It may be called Leg Check with Activator.
The other upper cervical method is called Atlas Orthagonal.

You might call various chiro offices nearby and ask if they have trained in it.
They might not be listed in the NUCCA database, but they still may have the knowledge.
