I'm not really much of a make-up wearer but I rarely leave the house without using a highlighter. It's a miracle at hiding the dark eye circles.

I use this one:

Dab at both corners of eye (very important, for some reason) and where then the shadows are.

A cold compress on the eye often reduce puffiness. Make sure you're not wearing any kind of heavy cream in the eye area, either, which doesn't help puffiness at all. This includes the foundation you're wearing which is probably making things worse. You shouldn't need foundation if you use the highlighter, just powder if necessary. If that still doesn't work, try sleeping on a satin pillowcase. I'm definitely no expert but I've managed to get rid of the puffiness in mine using these methods and I think the dark circles are a bit better, too.
