Chemar,
It's only visible when using the *default* theme for me. Doesn't show up if you log in and are using the other themes. I'm not sure why you wouldn't be seeing it. It's pretty BIG.

I just tested it.
when I came here just now (this morning), it brings up the site in *default* theme, showing the message without my being logged in.

Then I logged in and automatically my setting take me to *chestnut*. The message is gone.

Then I just went from *chestnut* to *default* still being logged in and there is no message in the *default* as well as the *chestnut*.

EDITED again to add:

My thinking is that the message is meant to be seen when people are not logged in. e.g. new people who find the site will see the message prior to deciding to register and log in.
