A Net relay, router or DNS might be down, which could temporarily interrupt access from, i.e., Point A (where you are), Point B (somewhere in-between) and Point C (NT Forums).
You might want to give it a day or so and see if the problem resolves on its own. P.S.: Are you having a similar prob. with other U.S. domain-hosted sites you've tried accessing?
