Question Making a painting from a picture

I have a few pictures that I mounted, but would love to somehow turn them into water painting looks. I have picasso, no photoshop elements, etc.
Should I watch for a Internet special on a version of Photoshop?

There's a free one called Photoscape that I really like- it does lots of effects

here's my siggie pic with water color effects -

you can choose different levels/brush size and undo it if you don't like the changes.
