I found the problem with the phone!!! It was a loose nut!
 (No, not IN the phone; USING the phone) The power supply was slightly loose from the phone, but it looked connected. At least I THINK that was the problem. It's working now. I still don't know why there was no dial tone on any of the other phones. Let's just say MAYBE I solved the problem. I can't be trusted with complicated equipment.
