Default Now to restore toolbars on top of page in IE

Hi All

A friend had his toobars at the top of the page disappear.

He has windows xp and Internet explorer.

We tried system restore (actually, I tried) and it said "System Restore incomplete" I tried again. IT WOULD NOT LET ME DO SYSTEM RESTORE

I have done this on my computer so I know how to do system restore.

So isn't there a way to access SOMETHING on the top of the page that will restore all toolbars.

Presently, on the top of the page, you see GOOGLE, then when you put the mouse on the top, THEN THE URL LINE comes up.

So help, please.
