Melody, I brought up my search engine and typed in Telephone Strobe Flash Lights for Hearing Impaired. I got lots and lots of pages of hits that way, but they were mostly based here in Australia through default. To get American sites you would need to search from there.
Otherwise you could try contacting your telephone server provider or your local Deaf Society. Addit: I noticed that I got one hit on eBay.
