Blurring happens when the pixels are stretched from certain sizes.

It depends alot on the pixel content of the orig. photo.

Sometimes it cannot be avoided. Some graphics programs give options for this and others do not.

Going down from a large photo is less problematic than going up
from a small photo. That is why the larger one is more blurred.
