Default Vision appearing to go super fast?

I am having a very strange issue which started a couple of months ago.

I first noticed this while driving my car... I was at a red light and looked at the passing cars and it appeared like everything was going in fast motion. I could see the cars moving and the people inside of them, but they looked very strange, like everything was rushing. It really freaked me out, but I brushed it off. (I had been diagnosed with bilateral vestibulopathy, but my levels were close to near functioning and I had no dizziness).

Within a couple of weeks I noticed while in a passenger in a car , cars that were moving directly across my plane of vision left to right or right to left, they seems to be jerking back and fourth a little. I can see the car in a whole, but it appears that it's place on the road is moving weird. Like my eyes are seeing two different things. I was diagnosed with exotropia where both eyes deviate outward, but this happens even when one eye is closed.

Can anyone help me with this??? It only happens when viewing a moving car, nothing else!
