Could be a number of things. Could be more than one cause.

She needs an evaluation and testing.

When was the onset? Any accidents? slip? fall? toxic exposure? worsening of something? ear proble?

I found that closing my ear canal, you know, plugging your ears with your fingers, helps with buzzing/roaring.

I would caution about falling until you get good help. Remove potential hazards from walkways, rooms, like rugs, cords, too narrow because of stuff. Consider a walker for precaution until you get her appropriate care.
