Decades of benign neglect followed by 8 years where big pharma wrote the rules that were [NOT] enforced by staff hoping to put in their 20 and then go to work for their real masters. It wasn't covered as well as **** Cheney's secret energy task force was (and we still don't know the names of the big energy participants at that table, but are living with the detritus of their reign with 100,00 barrels a day in the Gulf].
