Can you tell me if Oat Straw Extract is a topical or oral herbal remedy?

I too get Neuropathic itch/pain. I have found ice to be very helpful. Applying a bag of ice especially on my head relieves a lot of the itch. I also use an over the counter lotion called Sarna. Hope this helps
