This brought a flashback of finding our neighbors dog hanging over our back fence. He was a little fluffy dog and I just happened to look out the window and saw him there.

Good news though is that I caught him in time. I grabbed him and threw him back over then went around to make sure he was ok. I let the neighbors know what happened and asked them to please never tie him up again. poor little guy. He was still alive when we moved (18 years ago, mind you, but I have never forgot that sight) and they didn't tie him up again...Sue

Edited to add that we never leave collars on our dogs except when we are camping. My sisters dogs got tangled once too and it scared us so bad that even when we chain them when we go camping we now put them on separate lines so they can't get tangled.
