Allen, you're right. Some folks with financial difficulties find this "back door" kind of way to making some extra cash.
Let the Gov't buy the meds, then sell them.
Grrrrr!

Well, the more WE all do the right thing, the better it is for all.
And, if we know of anyone doing the WRONG thing, pick up the phone!
