Okay, I just called NHSTA and they referred me to the State Atty General. I left a message there, so waiting for a call back.
I thing I didn't mention is that the recall was "voluntary" by the manufacturer (Falken). And they (Big O) didn't offer me the same tires -- they automatically assigned me the better grade. I dunno, it just doesn't feel right to have to pay $129 for tires that should have lasted at least twice as long. Thanks for your input everyone -- I'll give you an update when I hear back from Atty Gen.
