But would you dare admit you didn't know what it was??? None of us said a word, other than "Thanks, Boss!"

I'd ask. That's just me, possibly, and maybe a bit of my straightforward manner or possibly Asperger's. I just wouldn't have time for the "guess work." And, if the boss don't know: I'd want to know where I can make the exchange.

Heck, for all we all know, maybe it's something used for mixing paint.

It does seem, though: It is some cooking/measuring related object - given the shapes. And, multi-purpose.

I could say it was rather nice of your boss, but it seems rude when no detail accompanied the "gift" that self-explains. Would I do that to someone? No. People would probably want to take back or make an exchange, and that would be reasonable to such a "gift."

What about putting in confectioners sugar and if you make funnel cakes you can shake it over and then lay down upside down not to come out until the next batch, or cookies, cakes, pancakes, etc.?

You've seen the fancy brownies with the nice, even dusting of white powdered sugar, right?

When you're between dustings, put the lid, clean side down, on the counter and place the sifter on top of it to keep your counter clean.

Do I win? Is there a prize????

ETA: Hey, it just occurred to me that if the lid actually fits securely, you can just leave it on and set the whole thing down on the lid side. Maybe that's the "special" aspect of this very unique item. Myself, I use a regular old stainless strainer and a measuring cup to hold it while I don't need it. I'm not a fan of dedicated tools, they're a wast of my precious space!
