OTR means On The Record decision. Generally, this means during an ALJ hearing so that the applicant doesn't have to wait for the written decision. It sometimes includes some compromise, such as changing the Alleged Onset Date to when a person turns 50 or 55.

What do you mean to when a person turns 50 or 55? I am currently 36....
