Default "Expert Witness" to be called

I just received another letter from SS saying that they have rescheduled my hearing so that an 'expert witness' can be called. I looked that up, and I assume it to be a vocational expert has been requested to be at my hearing now. Is this normal protocol? I thought that a VE was at all hearings anyways?
