I wish the fcc would stay offline altogether.

Yep, there goes the fun internet... (bye innernets! I'll miss you!)
So, is it just regulating the American side of the internet, or is this something that's going to happen planetwide with the internet? (I know China is already "regulating" their internet, but when they say "regulating", they mean "actually blocking access")

As far as I can see, it doesn't really change anything. Just states that the FCC does not support the blocking of content/services that are not part of the broadband provider. My only complaint about the internet is that most of it is only usable with a broadband connection, too many images and pretty pages, I miss the text internet many days.
But, I like this site and I do have FIOS, so it is not bad for me.
