Default Surgery Specific to Elongated C7 Transverse Process?

Can anyone provide the name and city of a doctor who does a procedure specific to individuals with TOS symptoms that have elongated C7 transverse processes? Even better if you can tell about any personal experience with such a procedure.

I have elongated C7 transverse processes, and the literature seems to show that that can produce TOS symptoms. A doctor at Stanford was ready to do first-rib resection/scalenectomy on me a couple years ago after diagnosing me with neurogenic TOS, but I decided I wanted to try every other possible option first. I especially want to know if there is a simpler (or at least more targeted) procedure addressing the elongated transverse processes and/or fibrous bands connecting the transverse processes to the first rib.
