Before I was able to start walking again, I joined a senior yoga class at our community center. Most of the poses are done seated, and it was just the right pace and level for me. ETA: I am not a senior! I was in my thirties at the time, but the seniors were very welcoming and supportive.
Gradually I was able to start walking, but I did have to start very slowly and stop after just a short distance. Eventually I was able to work up to 4+miles in under an hour, but this took quite a few months.

The issue is pulse rate and blood pressure. What ever you can do without causing a spike in BP and pulse is usually OK. Swimming is no different. A mild increase in BP and pulse is OK. Just avoid increases that cause a spike in PCS symptoms.

Everything in moderation as they say. I would do some walking exercise, even if it's just a block every day. You've got to keep the blood flowing and your general health going, it's good for your mental health too which as important as physical with PCS. You will be able to increase the distance over time, it's one thing that you can see the improvement in which is nice.
