if you are shown a twisted text image and asked to type in the characters - that kind of thing - that is done to screen for bots. a bot is an automated process/program/piece of software that navigates the web and could, say, be set to vote automatically. and on a daily basis. they want to make sure the votes coming in are from actual humans, clicking their mouse.

as to why some ppl would get it and others not is ... this could be due to several reasons. the first thing that comes to my mind is that your internet address is "similar" to groups of addresses known for running bots, so when you hit that page they run that filter to screen to prevent bots from voting. i hope that wasn't as confusing as it sounds even after i tried not to make it confusing.

this could also fall into the bot-screening thing. they let you vote a couple days but after that, since they see a daily hit, they use the bot filter to make sure you aren't an automated thing. it's no biggie. it's not you they are trying to keep out.
