Default pc simple communications controller

Now I must be losing my mind. I'm sure of it. Earlier today I posted this same question on this board and it is GONE!!!

Don't know where it went, but it's GONE!!

Any, every time I turn on the computer, I get this pop up thing that tells me to install PC SIMPLE COMMUNICATIONS CONTROLLER.

I looked this up on the internet but don't understand what this is, and do I install it, do I keep hitting the cancel button?

Now how come this appears all of a sudden? Never saw this before.

Any help is wonderful.
