I have a photo clipped from the local paper of my daughter-in-law shoveling the snow that her city hadn't removed from the curb ramp on the sidewalk in front of her apartment.....from her wheelchair.

I place a card with the following script on every car I find parked in a disability spot and NOT displaying a permit:
Quote:
This is not a free parking stall for the privilege of a quick trip, a drop off, or an errand, or because you think you are not covered by the law.

If you are DISABLED you need to display your placard. If you do not have one, contact WSDOT.
Quote:
If you are NOT DISABLED, you are in violation of RCW46.16.281 and you can face a fine of at least $250 for unauthorized use of or for blocking access to a disabled parking space.
It is discourteous, inconsiderate, and illegal to use a DISABLED space in your are not disabled. Your license number and the make/model of your vehicle will be reported to the proper authorities because you have parked here today.
I personally have seen fewer cars illegally parked in the last year or so, but the local news has had some too-frequent stories about police vehicles using them for breaks, quick trips, and other personal uses!
