I'm sorry to hear of these mysterious symptoms your husband is having and how frustrating this must be. I'm wondering if he is suffering from some type of dementia symptoms? We have a forum here on that topic. It's not one of the 'busier' forums, but there's information there that might be helpful.

His accident happened so long ago, so I don't know if the Traumatic Brain Injury/Concussion Forum would be of help. Here's the link to take you there. I'm sure you'll get good feedback on some possibilities..
