I share your frustrations...being a person who has been out of work for quite a long time, I live in fear that some fascist employer, if they decide I'm a viable candidate, will want a drug test. So defacto, there are all these people, the marjority of whom will never hire me or even give me an interview, who get to control my personal behavior in trying to relieve some of the pain for an indefinite period of time.

It stinks and makes no sense.
