PT exercises can be very effective for some things. I've had some that worked very well (and I still do them) and some that did not help a whit. Some I was able to progress with over time, and some I had to back off on and take very easy.
I think PT is always worth a try, but I've found that, like doctors, there are good therapists that care, know their stuff, and communicate well, and there are others that don't. If the therapy isn't working, it may be the therapy, and it may be the therapist. Doc
