Some anti-itch creams are hydrocortisone-- a steroid.

Others are steroid free and contain pramoxine...

The new Sarna "Sensitive" lotion has pramoxine in it.

So do read your labels. Sarcasm did not find steroids to be helpful..and so hydrocortisone would be a waste for this problem.
