The best thing a congressperson can do is to get a case out of a quagmire. If there are issues that have stalled the processing, having a congressperson's interest can get the case moving along, or may get you a more thorough answer to your question. However, a congressperson cannot make a favorable decision on your behalf nor demand that SSA make a favorable decision on your behalf. Your case may also prompt a congressperson to push for new legislation or additional funding for SSA to get the work done timely, or not.
If a congressperson or even the president could make favorable decisions for anyone, then they could make them for everyone and why should there even be an agency to do the work if all you have to do is ask your congressperson.
