RFC and Dr Visit Interesting

So hus had visit with his surgeon, post op. They tell us they don't complete RFC form; that hus has to go see a Physical Therapist, they have the equip to test him. Once they do that, then the report goes to surgeon he reviews and makes his remarks and or statements. Is this the normal procedure on who completes the RFC?
