I think there are TV video cards - I saw them when I was upgrading my system- or computers with TV connections available already installed.

so it is possible to have a computer and use a tv instead of a monitor.
you just have to have the plug ins for TV and the right cables for the connection.

info about that- this is a gateway site but will apply to any PC with the available connectors

although some websites she goes to may still have flashing graphics.
but I think those can be disabled.
