Default tense muscles

Do your muscles stay tight all of the time? I have had muscle spasms in my neck and shoulders for years. I would end up at hospital so I started learning to massage my neck and shoulders but since before Christmas(before hospital incident) my muscles stays tense everywhere. I am using muscle cream and massagers, sleeping with heating pad. I actually cut it off before I go to sleep. I have problems picking up my legs because they are so heavy and tense and then it becomes painful. I let my sister feel the back of my legs and they are like rocks. I have a back massager and bought me a neck massager and it helps but goes right back tense if I use that muscle, with regular everyday use. Anybody else have this and any suggestions? When I use to exercise, I would gain weight because my muscles bulked up fast and when I put on my clothes, it would like incredible hulk was wearing my clothes. Could it be that I just have severe muscle spasms.
