I can't see why a cervical root block would be done; I am assuming this to be a selective nerve root block that you are describing. It is usually done for a compressed nerve root, such as for a lateralized disc herniation, bone spur/hypertrophy, etc. with root compression. A SGB would be more the traditional approach for RSD, I would think, as the sympathetic chain lies outside of the spinal canal on the lateral to anterolateral part of the vertebral body with the stellate ganglion up against Chassig's (lazily guessing on the spelling without looking it up) tubricle. A SNRB is aimed right into the neural foramin.
