Usually they come with standard usable settings as the default and then the user can tweak other settings to customize. But it should work properly out of the box....
 I'm wondering if you just got a lemon.. What if you uninstall it reboot and reinstall it? If it is still the same after the reinstall - I'd box it back up and exchange or return it. You might do a web search on the exact name & brand of it for reviews or comments maybe others had the same problem.
